A thing I usually do in my games is to have a God's direct nemesis be a valid target no matter the circumstances. For instance, the God of Justice is all about righteous conduct...But when it comes to his asshole brother, the laws of war don't apply.
You are 100% free to My Lai the enemy god's punk-ass worshippers. The more you kill, the happier your patron deity is.
That way, you can unleash the good ol' ultraviolence and still get pats on the back.

The major deities all, without exception, have a vested interest in saving mortals. Damnation is the default end-state of immortal souls because they essentially fall into a giant soul-pit where emotions and memories all blend together into a schizophrenic mass. It's not a punishment, that's just what happens to souls naturally.

The gods all see this as a huge htreat. If that gigantic tortured soul-ocean ever breaks containment it would be trouble. So, their efforts to save humanity are both self-serving and in some cases also motivated by benevolence. The problem being that the gods have finite power, they can only pluck souls from the cascade into Hell if they have a certain level of resonance with what they are and represent.

The gods don't represent things innately, they develop their reputation for those things because the resonance they have happens to coincide with that. God of Harvest? Doesn't actually know what harvests are, has never seen wheat, is a god. But for whatever reason humans cultivating wheat makes them resonate to him, he visibly favors the ones who resonate to encourage it, they spread ideas of the harvest god. Etc. This always turns into a game of chinese whispers though because the gods generally can't actually communicate information well, they can only signal vibes. Holy wars and inquisitions and such sometimes serve an actual purpose, but just as often are miscommunications or failures to understand what is going on.

Moreover the gods are not omniscient and many cannot even "see" the mortal realm clearly, relying on incomplete information. Maybe the god can only "see" when something valuable breaks, so vibes to its worshippers that if they want to pray they need to smash something precious first. Maybe they can only "see" through someone's eyes if they've never had sex, so it encourages celibacy.

The gods also mostly believe they're the only god and few have any way of communicating with or observing each other.

The common belief in-setting is that the gods are at war with each other for worshippers, because worshippers give the gods power. This is the exact opposite of the truth, if it weren't for humanity and the Hell their souls create the gods would be solipsistic jellyfish floating around in their private dimensions having a great time, but they can't do that with a giant screaming abyss of damned souls growing ever larger in the background.

So the gods are not petty at all (pettiness is a purely human attribute, requires social instincts) but things they do may SEEM petty. They are trying to solve a mechanistic problem the best way they can--if you can only save people who do/don't do X thing, you are going to tell people to do/not to do X thing even if it's horrific or pointless or serves no other function.

On the mortal side, powerful magic users (the Party) have been trying to backtrace these divine forces on the suspicion that there are no gods, just strange metaphysical laws. Imagine their surprise when they reach the end and encounter the Jellyfish God of Freckles, Nofap and Cooking and he starts screaming because he's never seen a physical object before.

Suffice to say this has been a great campaign.

While this is based, sadly the tale is a mistranslation. The idea of it being "children" comes from the Hebrew word for unmarried men, Naharim, and Khtanim, which means "small." What it actually means is "low status men."

So the actual story is that a gang of low-status Jewish youths (a mob of ruffians) told a prophet to fuck off and made fun of him and were then mauled by bears for violating the covenant. This is an understandable mistake since the whole thing was translated into Greek first, then the Vulgate in Latin, and then later into whichever language you speak (German in the case of the artist) and some of the nuance is lost along the way.

They aren't, but rather the newborn god of strife/ defiance that merely absorbed the memories of every man who died in that doomed last stand and got gaslit into think they were once a human. This god actually tries to protect humanity from all the bullshit, which either draws the ire or confusion of the other new gods, who don't understand why this weirdo doesn't just make his own, new breed of worshippers rather than throwing an autistic fit whenever they accidentally catch a few of his "flock" in their renovation plans.

The gods who want humanity gone especially hate the guy cause he, due to the nature of his "birth" is one of the strongest, and could probably bring some stability to the world, if he actively hunted the things that ate the old gods rather than messing around with the puny mortals who keep dying the moment he takes his eyes off of him

They did not just make fun of him, they attempted to drive the prophet Elisha off from the City of Bethel (modern Beitin) which is notorious for being the place where Jews did the Golden Calf heresy two seperate times. In the Old Testament, Jews who violate the covenant always get it really hard.

Also he didn't send the bears, he just cursed them generically, God then sent bears because it's a 2/2 for 2 and that's enough to kill an Angry Mob.

As devoid of malice as it is compassion, such a god is more a force of nature than someone to be communictaed with, directly. Intermediaries such as saints/angels et.c. are needed.
Lesser gods are more meddlesome and petty. And so are their cultists.
