The rules are excessivelly convoluted. But the way it introduces a setting without an actual setting writeup is brilliant.

What are good alternate settings in which the premise of a metropolitan criminal band could thrive?

I'm thinking on basing mine on a classic 0ad rome exaggerated megapolis, while keeping as much of the lore intact

For what other purpose, other than the game being married to the lore? Just use FitD instead and make any setting you wish.

And keep in mind:
The game is kinda one-note, you are going to run out of stuff to do with it after d6+3 sessions (sessions, not scenarios), so really, no point making a setting

Are you using FitD? No? Then it's bound to fail with BitD

Never met a GM that could go with it longer than 9 sessions.
And many of them really wanted to.

It's kind of like with DitV - it's a great and unique premise, and then you realise that there are maybe 5 plot hooks to go with it and 3 grand ideas for games

The problem with BITD is that the mechanics are so tightly coupled to its setting and presumed mode of play the moment you try to do *literally anything* with it the whole thing comes apart like fluff. It doesn't even function if you want to use the exact same setting but don't care for the street gang management level and want to focus just on heists, because that breaks the chain of rewards and consequences.

Not particularly, it just puts a lopsided amount of book-keeping on DM. It's one of those weird systems were the DM needs to keep up with a lot of crunch but as a PC it's practically just one step-up from a rules-lite game.
