What are the minimum Powers that You would expect from a dark wizard that has become the absolute ruler of a country? Not the manipulative counselor, but the actual king.

How does he keep control of a resentful population, and things like that?

uh idk this is a pretty vague question because it depends on the magic system, the details of the setting, and the character himself.
some classic options, though, are scrying/clairvoyance, magically inducing fear, necromancy, commanding beasts like rats and dogs (perhaps seeing through their eyes to use them as informants), and calling storms.

Scrying is a must for sure.

Magical fear as in casting it on the whole kingdom seems like too Big a scope, but i think it can work in order to mantain the respect of an array of lieutenants.

Maybe some kind of horror-summoning that actually brought physical abominations from an eldritch plane, so there can be some melee scenes and also explaining how he managed to overthrow the previous order

Why would he maintain his power only by fear? Wisespread use of necromancy jn agriculture could both create superior agricultural output, and also keep peasents extremely loyal. You realy just have to assign a novice necromancer to every big village. Undead workers work on fields essencialy for free, peasents get their agricultural output for free, they can pay their feudal rent easily and work mostly for their own benefit. And your necromancer get experienced im their craft. So just keep the feudal system, make peasent and burgher life easier, and create a magical "secret police" to keep nobles and other mages im check. If somebody steps out of line make a horrfic example out of him, if not, leave them be. It's quite simple

Really dependent on how he actually rules. Like the classic 'Dark Wizard' ruling from on high would likely need to be an independently serious threat to any given city/township in his kingdom to meaningfully hold force. Stuff like vast curses over the land and summoned armies would be very expected.

A less overtly tyrannical ruler could probably get away with more simple mind manipulation powers. If the vast majority is convinced that the vast majority support him, and would fight to defend him, then it is very unlikely a rebellion would ever take meaningful steps against him.

If he has genuine rulership of the territory, whether that be by being the true inheriting king, an elected official, or some other way that confirms popular support to the position, then he needs next to no power to maintain his position. Outside of particularly egregious abuses of power, political inertia would maintain their position if/until they get removed by a formal process, if one such process exists.

Keeps the population busy by making them resentful and fearful of the neighbouring kingdoms instead, they have pushed beasts, packs of gnolls, goblins and other monsters into the kingdom to terrorize the land because they are secretly envious he says to the masses while secretly the one doing it and other false flags with illusions maybe like demons and he shows up to smite them to be the hero, anything to keep their minds more focus on others than him

At the same time you could make him a benevolent ruler (as much as a dark wizard can be), using his magic to solve famines and solving other issues that plague the kingdom, as long he doing better than the pervious ruler by making the folk happy then they ain't going to come marching up to his doorstep with the pitchforks and torches ready all the while plotting whatever end goal scheme he got going on

Its less about specific powers and more about meeting three basic requirements. The exact power used to solve these problems can vary, as long as the role is fulfilled:

Requirement one: what keeps someone from just killing the guy? No matter how great a wizard he is, if he's no more protected against an assassin's blade than a normal guy then it becomes basically fucking inevitable that someone gets him with an arrow or he is betrayed by a minion or something. Necromancy, magical regeneration, skin that cannot be cut by mortal weapons, etc. Gotta have something here that makes him had to get rid of.

Requirement 2: How does he make an example of someone? There needs to be a reason people are SCARED of this guy enough that he is in charge. Killing people works, but so does turning them to stone or mind controlling them or something else. If someone really pissed him off and a crowd of people saw it happen, what would he do to the guy to make sure everybody else went home in piss-soaked britches?

Requirement 3: How does he project his power across the kingdom? A guy who wins 100% of the fights he gets into can still only keep people in line if he is actually present. That not a king, thats a guy with a protection racket and no downtime. People need to be reminded that this guy is a problem even when he isn't there, and live in fear of him as a result. maybe he can control the weather, or he has an army of evil spirits that patrol the countryside at night, or he can blight the land. This is the shit that makes him have a dark kingdom instead of a tower and some nearby farmers who hope he doesn't leave it.

if you can have at least one power in each of those three categories, you probably can pull off a dark lord deal.

I think above all else the most powerful spells he could possibly have are ones that let him read minds and know what peoples intentions are. you don't need to cast lvl 5 fireball at the peasants (unless you want to) when you can just use your magic to find the most obedient enforcers available and have them beat them into submission the good 'ol way.

second most powerful would be any spell that could rewrite someones personality or at the very least that could make someone like you, charm magic in other words.
