The main thing defining a compact is that they are smaller in scope, but aren't necessarily set up like many of the conspiracies are to have a specific supernatural rival that they thematically cater towards. Really a compact is just a group of individual cells, there isn't as much history to them so there's a lot less that they know (or think they know) for certain, meaning their advantages are often more in the bodies and physical things that they can provide (lodging, lifts, backup etc) than super secret rituals that make a werewolves balls explode.

The demons have a very particular problem when they leave the Abyss finally. They have lost their purpose. When they were Elohim before the War, God gave them their purpose. They had a place in Creation. During the War, their cause and their leaders gave them purpose. They were to win the war, to earn their free will, to free humanity, to get revenge, whatever their individual reason for fighting was.The books state many demons planned to restart the War when the Abyss cracked but they discovered that the enemy was nowhere to be found. Elohim no longer roamed the Earth or at least were hidden from the Fallen. They couldn't enter Heaven any more. God no longer answered. Humanity had moved on from the War. It was over. Now they had nothing. No place in Creation, no War, just each other and humanity. There were new things, like the Garou, but nothing that gave them a purpose. Now they have to find their own way. For the first time in eternity, they truly had free will. What should they do with it? Should they create new life again? Should they become new gods? Should they continue trying to break into Heaven, to try to continue the War? Should they collect books? Should they play games? Should they get married? All these questions they've never had before.Player characters are expected to be driven in some fashion of course. They have a clarity of purpose because they are players, they are the main characters, they have their plans when they build their demons. An RPG generally requires the players to participate in the world. They generally need to answer the call to adventure, otherwise they wouldn't be player characters. But what about the other demons? What do they do? Sure, there are the demonic Courts, organizations giving other demons purpose. How many are spiritually lost though? Wandering the world in search of a purpose that no longer exists? Do they yearn for the days when God told them what to do? Do they wish the War never ended?
