Agumon from the OVA is at least Large if not Huge by DDA 1.4 measurements (2x2-3x3). Then there's Wargreymon, who is like 8 feet tall in Adventure 99' but in 2020 he's easily the size of Omegamon in Our War Game. You asked what system has fodder that matches OP's description, that does it.
