Do you or OP have any non-vidya examples where this is the case either, even just for building-sized monsters?

Like you mentioned the Tarrasque, and that's pretty well known for being one of the most powerful monsters. Same with Ancient Dragons. The only human-sized DnD monster I can think of that comes close is a Lich, but that's powerful because it's an undead wizard.

So does DnD just answer OP's question? Monsters steadily get bigger on average the higher level you get.

NTA, but I'm pretty sure the digimon tabletop game is basically a pointbuy system, since there is so much variety in Digimon progression.
But that just means that if somebody makes a Colossal Rookie, it's their own damn fault for customizing the digimon in that way.

Doesn't matter. The system is classless point buy because digimon portrayals change drastically in canon. Agumon from the OVA is at least Large if not Huge by DDA 1.4 measurements (2x2-3x3). Then there's Wargreymon, who is like 8 feet tall in Adventure 99' but in 2020 he's easily the size of Omegamon in Our War Game.

You asked what system has fodder that matches OP's description, that does it.

You're a ways behind the times. The japanese high schooler has defeated exactly one (1) enemy in F/GO, he's just along for the ride for nearly the entire story. Tiamat was defeated by an old gentleman.
