I am new to card games, but I want to make something using my gamedev skills, that isn't a videogame.

I wanna do something like make some deck of cards with anime girls doing diferent actions.

Like instead of a manga, is like a deck of anime girl cards made using manga scenes off a story.

And make it like in a .zip or .pdf containing the deck.

If it's your art then it depends on how marketable your art is.
If it isn't your art then you can't legally sell it.
Also home printing cards is kind of a pain. Sleeves work okay, but otherwise you need both decent materials and to cut them really precisely.

Your customers will always ask for Physical cards. If you actually prioritize on PDF/Zip release, there better be a Rulebook in your plans.

Future customers that know how to custom print will probably be 5 percent of your customers.
