What's the best version of BRP?
I hear that it has pretty quick and lethal combat, and is very much for more grounded games, which is the kind of games I prefer to run. I also really enjoyed the fanmade Fallout PnP system that used percentile dice, and the combat in that.
However I am also aware that apparently Chaosium released newer versions that apparently were bad.
Which one is good?

I don't think the new editions are bad. They do have more options and try to cover more universal ground, which may or may not be just useless bloat to you, especially considering that is all in the default character sheets.
Since you like lethal and grounded combat, you could also look into Mythras as an even more lethal and combat focused D100 game alternative.
