The rules specify it must say +1 to aircraft roll to ever buff it, anything only for Reserves does nothing for aircraft.The ultramarines flagger ventris is pretty much the only aircraft buffer because he has an exclusion "+1 to reserves tests (including those made for Aerial Reserves)" which no other characters get.
