why are many creators so afraid of making a setting with napoleonic wars era technology?

Despite the Napoleonic fanboys' delusional talk, it's not a popular period among normies and hobbyists-lite. The warfare of that era becomes too complex for your average DnD-tier nerd to understand, the period is not hitting you with the "individual heroes and deeds" vibes like the medieval period for example. The easy answer therefore is, it wouldn't sell because your average fantasy consumer is a fantasy consumer and you don't need a genius to create a story of sword-swinging murder-hobos adventuring.

Beyond that I've never seen fantasy aspects in the early modern period that were very interesting, generally it's just Forgotten Realms with less armor and more muskets or just the 18th and 19th centuries but with elves and orcs who lean even harder into their bland gimmicks. At least the 16th and 17th centuries still have a large focus on melee combat and have warrior kings as a prominent concept in cases like Gustavus Adolphus, Archduke Ferdinand at Nordlingen, Henry VIII, Francis I, and James IV two of the listed even dying in battle with Francis getting captured.
