If the PC does not dedicate effort to the romance (sacrificing time, treasure and other opportunities) he'll get her, and they'll hook up, leaving the PC to lament what may have been. Also, emphasize that some beautiful, powerful women have their own lives and their own desires. The hot girl is not going to sit there and wait for the PC to romance her, he might get only one shot to start up a relationship. If he doesn't go for it, she'll pick someone else and he's shut out.Also, ensure that there's ferocious competition (i.e. stakes). Women choose the best men - Whenever there's an objective, emphasize that another NPC is also trying to get there first.Sword tournament? The girl likes the winner.Public speaking? If you fuck up she gets the ick.And obviously whoever gets her is the better man.

Point out that other characters are having sex. Never be explicit, but state that there are sex-havers and non-sex havers, and the non-sex-havers are losers.

If you want them to really feel something, you need to wave a prize that they genuinely link their self-worth too. It's great at a motivation. Your average player reverts back to his high-school mentality when that happens, they actually end up role-playing their character. I'm not saying "Cuck your players", that's cruel and pointless. I'm saying "Make your players aware of sexual politics."Here let me give you an example. When the PCs are clearing out a goblin cavern, the fighter from the other party says "Let's have a little competition, the one who kills the most of them gets to have a date with the hot Goth sorceress."The hot Goth sorceress rolls her eyes because she thinks the competition is stupid, but goes "Ugh, fine, I'll agree."So when your party's Fighter or Rogue or whatever starts killing goblins, now he's trying to keep pace with the other dude. The girl gets more and more excited as she sees them mow down the little bastards, and she'll playfully grab the arm of the winner and ask him to treat her well. This will literally be the most memorable part of the session for your players, win or lose. I can't stress how you must be perfectly fair, let the dice fall where they may.
do you mean cuck in purely romance way because I cucked my players whenever they dont complete jobs they've been giving by having whoever hire them hire another team so if they cant solve a puzzle in a reasonable time or get distracted I just have the npc who hired them hire someone else and I also always make it the same team who adventure cucks them they hate them but they cant beat them because I make sure to give the team the xp and rewards they would've got

But usually this stuff only ends up fun for the DM. The players either just get pissed and never have their characters marry again due to being burned on their emotional investment, or just get annoyed and bored when things between the DM and one player turn into basically a pissing contest between one fat nerd with a fake waifu and one fat nerd with a god complex. And same applies if you're a player stealing another player character's waifu. So really, the only times you should actually try it are with friends who ultimately don't give a shit about npcs, or if you're actively looking to piss people off. Or teach them to never invest in npc relationships and start making more murderhobos.

And that's rare to find. Most people settle for the people who aren't super invested at all in their PC and would shrug their shoulders at this stuff, cause it works out better than with the guys who are a bit too engaged with the unfolding narrative and/or their PC's love life.
