First player burns a threat, second player burns interaction, both players presumably play land drops. Presumably the counter spell player benefits from games going longer and resolving higher quality spells, which is why they do it. The threat player wants to overload counter magic/removal and punch through, often by having their early plays get countered and curving into a bigger threat, or by having early plays stick and pressure the opponent turn over turn.
