I laughed and didn't believe him, but the very next week our house got a rat infestation. When we got rid of those, we started seeing roaches. A few days after we hired an exterminator, my dad was nearly hit by an 18-wheeler. After that I got spooked, apologized to the black kid, and made a batch of pumpkin bars for him to take home with him. Just like that, all of our problems and everything went back to normal. It brought up a battle against the necromancers, rather than having the necromancers infiltrate the guild and destroy it from within. The necromancers were never aligned with the guild, they were all seeking power while serving Mannimarco and the Ideal Masters in pursuit of that power. They banned necromancy to remove the traitors from their ranks, and they succeeded in purging them. Sure they drove out some people who were just idly researching it, and drove them to join their enemy, but those people were being recruited in secret before that anyway. In the end they crushed the necromancers, while their losses were minimal, and the worst that happened was a madman became Arch-Mage.

I can also reward my allies with immortality.
This does mean we have to go out raiding often, but I'll reserve a chamber in the castle for blood harvests so we have reserves and nobody attacks my peasant workers.
Since I can preside over my own territory, I can have a few townships to feast on that won't have another lord to beg for protection.
My public opinion is neutral, but it could sink if my blood tax is levied to high or on too concentrated a population. If it does, other liege lords might have a good excuse to try taking my territory, I'm banking on my retinue being enough to deter them.
Additionally: has anyone ever considered repeatedly resurrecting victims using foreign flesh from animals and heating the blood? Functionally it'd let you turn animal calories into drinkable human blood for vampires, until eventually the victim has become too warped and no longer counts as human. Maybe turning animal calories into humans is what towns do anyway.

Like sith apprentices always betraying their masters. Why even get an apprentice? Apprenticeships are for passing on knowledge, it doesn't make sense to want to kill your own apprentice. There should be some magic system that incentivizes you to act through an intermediary, but simultaneously provides that intermediary an opportunity to usurp you. Not an apprentice, but, like, a parasite's host. Or better yet, don't try to force the same character dynamic always happening, and let them exist as more varied members of an evil cult.

Worth noting that this is an Oblivion plot point. Before then, Mannimarco turned himself into a god, he didn't give a shit about some mortal mage's guild. Even in Oblivion it's said that the Black Soul Gems only came about when Mannimarco became the necromancer's moon (his god-body,) which only happened relatively recently during the Warp in the West. It's just a school for force sensitive to learn how to use the force and some other useful skills, you can come and leave whenever but you're expected to at least finish basic education before leaving, level 1 in a few stuff like Meditation and Force Immunity.
Teaching Alter Mind and Force Concealment gives the students a good reason to quickly learn Force Immunity.
No lightsaber, you want a sword, get a vibroblade, want to learn to fight, Martial Arts, Blasters and a bunch of force powers are available.

Besides, Imperial mages are consistently shown as arrogant and quick to pass judgment. Imperials also don't have a culture that venerates the dead ancestors or ceremonial burial with weapons and shit. Of course they would see negromancy as inherently evil, especially there's a schizo cult running around trapping peoples souls in black soul gems.
In Skyrim there's no cult problem nor black soul gem problem and nords basically expect their long dead ancestors to rise up if their tombs are disturbed, so naturally their view on necromancy is "just don't go full retard and it's fine".

With a quick and easy way to reanimate stuff and make skellies I'm going to transform the ruins into a defensible fortress in the wilderness (while culling all the annoying squirrels sent by the nature spirit to kill me) and will demand tribute from the surrounding villages through my apprentices. Then when the inevitable conflict breaks out, I'm going to send out my army of the dead to conquer the world! Then I'll probably be betrayed by my apprentices because I didn't give them the secret of lichdom or something and sealed in some tomb for 10000 years... Only to rise again to conquer the world! Then repeat if necessary.

I'm not actually sure you can do a phylactery + incorporeal combo because one of the soul powers says phylactery stores your soul and ghosts and such are souls. Considering you can keep your regular body safely before you die and have to transfer into a skeleton body, I'd probably just do that at first. It'll probably be possible for someone to ally with another necromancer with flesh-modifying powers (when I last did a build for this CYOA a long ass time ago I was a soul-specced mortician in the Free Cities and my ally was a glam-necromancer who made nobles more cute and buff with flesh magic and our skills complimented each other) to get an actual intact human body to slot into but I don't mind being a skeleton.

Yea the stuff with Mannimarco was a mess. I believe that he is the only one that came out of the warp in the west with two bodies. Also while I can accept the difference between black and white souls, the concept of black soul gems was one of the most idiotic things for them to add to tes. I do think the concept could be salvaged, but it would take a lot more lore and possibly game mechanics to justify it, around enchanting and maybe necromancy.

I mean in the lore theoretically you can do enchanting without soul gems. It's just that soul gems are such an incredible shortcut that they supplanted other methods. All it would really take is a couple things, letting you trap black souls in grand soul gems, but make it so they can escape if you don't use them immediately, and make it so black soul gems don't let them escape. Then expand enchanting with more factors being involved than skill level and soul size. Have supplementary materials that improve enchantments, and other factors that strengthen the end result. With that make it so that if you are using a black soul gem you could trade the soul to the Ideal Masters for a better result when enchanting. Then as far as expanding necromancy, making it so you could trade the souls in black soul gems with the Ideal Masters or the God of Worms for undead and other things.

That said even if one could convince them to make those changes I would expect they would get cut before development of whatever game was finished.

There's mods that let you do most things you're describing. Undeath + Corpse Preparation for example. You can trade souls to Ideal Masters until you trade enough and they send 2 shades to kill you but if you defeat them you can trade more and they give you the necromantic robe artifact from Morrowind
