Only irrelevant periphery and deep periphery powers have a focus on non-mechs.
The outworlds alliance focuses on ASF but they were conquered by clanners. The major periphery states are less mechcentric due to being poor rather than intention.
Hell's horses to a degree. Mechwarriors are still prized above all but they did go as far as to create an entire phenotype for tank crews in the dark age.

My local store group has been running this pseudo campaign where we play a match in every era. This was the first succession war, I had missed the star league matches. Opponent had this horrific Gauss rifle pillager and a wasp and I pulled up with a grasshopper, centurion and ostscout, all base 3rd succession war models
>win first initiative, pick home edge
>realize opponent gets the edge with level 3 sniper roost and cover
>fuck I’m a retard
>spend the first four turns crawling across the single hex map getting my ass reamed by gauss
>lose almost every initiative
>centurion loses both legs of armor, nearly takes a game ending leg crit
>this thing is slow as shit and I’m certain now I will lose once he starts shooting the grasshopper who is also missing every shot
>ostscout engaged in 1:1 duel with the wasp
>5/3 pilot with only a medium laser? No problem, it’s Turn A Gundam time
>kick and punch the wasp and pray I can at least destroy one mech
>opportunity presents itself for centurion to take a pot shot at wasp
