Bankbuster, draws cards, ramps and is a threat, all in one card. As you can see these designs can be highly problematic in 1v1 60-card Magic. Not that they seem to care.

Largely because as much as pseudointellectuals will wax poetic about how resource denial is a pillar of the game, very few people actually found it fun in any format (this is also why Mind Twist is never ever getting unbanned). Stone Rain appeared in a large volume of core sets and standard rotations but generally it wasn't easy to overcome someone's manabase entirely. Ironically you could actually argue it has been powercrept with cards like Price of Freedom and Cleansing Wildfire because manabases have been allowed to get so comically greedy in all formats that they quickly become 2-mana Stone Rain that cantrips, making them powercreep even Sinkhole, which never saw type 2/standard printings past ABU because it was considered too good at suppressing lands.
