Big stretch. Tieflings are not "failures of colonialism". They are in fact a measure of its success. The Tiefling represents the constant press of the outer planes upon reality, and serve as universal other to those they encounter.
They are not mockeries of men, they are men made like something else, are constantly shown to be able to adapt to new conditions, and most importantly are shown to be people who are people no matter their strangeness.
They are entirely different from the animals in the Island of Dr. Moreau, who are not people, and are in fact animals that speech has been imposed upon with cruelty and subjugation, who return to the way of animals the second their master is gone.
I don't understand why you think they're inspired at all. What makes you think that a DiTerlizzi tiefling looks anything like the creatures from the Island of Dr. Moreau?

You know what's funny? Outland wasn't even really the home for Demons in DnD. But in WaCraft Blizzard pumped heavy with the Outlands carbon copy. To the point in TBC you had the one broken pizza plate. You can also see how Shattrah was round like Sigil at the center of Outland and full of exiles and refugees.

Tieflings were a 2e D&D creation. They were made to be a PC viable version of lower planes races (i.e. demons, devils and yugoloths). Due to the shear variety appearances and abilities of lower planes entities and the popularity of random charts at the time Tieflings got random Ability and Appearance tables to make them more unique. Diterlizzi followed the standard horned and tailed humanoid design for Tieflings in most of his Planescape art.

Why do they have anything in common with each other? Don't say "because they're not humans" because that's a negative trait, and inherently unstable. Anyone using a "unified beast race" needs to come up with an extremely good in-setting reason to counter the idea that it's just a bunch of sockpuppet antagonists-of-the-week mooted by a profoundly unimaginative GM.
It can be done, but usually shouldn't be.

In real life we have legends about saints who are of a race of people with the heads of dogs, but we also have thousands of years of history of groups that are almost exactly the same butchering each other.
