With how much phishing plays a role in getting access to your info, as well as making websites that look palatable to the average eye, enough so to make suspicious links seemingly worth therisk to download wouldn't a more realistic hackerman be more of a charisma class?

Funny thing, it's actually counterproductive for scams to look TOO good. If it looks too legitimate, everyone will fall for it at the beginning but a lot of people will be smart enough to realize something is fishy as things progress, meaning that at best the scammer has wasted lots of time and at worst they could be reported to the authorities. The ideal situation is to look crappy enough that everybody but the really stupid just ignore it from the get go.

I had the pleasure of playing cyberpunk with 2 private sector white hat "hackers". They used data mining, information brokers who sell data to ad companies, and social engineering to get what they wanted, instead of the typical "hackerman taps away at a keyboard" kind of hacking most people are familiar with. Was really cool and changed how I approached investigation and information gathering in modern RPGs.

Motivation also matters.
Hackerman can steal anyone's info, ruin their life, obtain their bank details, etc

but WHY

not why does he hack at all, but why does he go after this person not that person? why does he put in all the effort on this one and only some on that one? When does he decide that it's worth the additional time and effort it'll take to cover his tracks if he's going all in? How does he decide when it's worth siphoning funds from something and using them in a way connected to himself?

It's like putting limits on Superman. Yes, he CAN do all these things, but would he? Does he have time? Does he care?
