Well, fantasy is the faculty or activity of imagining things, especially things that are impossible or improbable, so I'd imagine "cozy fantasy" is such a work attempting to evoke coziness through its medium.
In the context of a tabletop game, it would have to satisfy both those conditions, while still maintaining a consistent structure of rules to challenge player skill and/or luck.

in a specific sense, it's usually middle fantasy pastoralism, which feeds the slice of life and "showing up" stuff. You win battles against things that can be defeated by not procrastinating: things like weeding, checking in on people, making sure fences are repaired. You attend whatever festival and get praised for being a good person

Why can't these grifter accounts actually play a game for once?
My playgroup did a festival where each one of us ran their own attraction (fighters showing off in a mock fight, bard doing a musical performance etc.) and it turned into one of the most memorable moments of the campaign. If someone wants to play a full campaign of just that and the whole table vibes with it, good for them.
