Yes, it is very autistic of me to want to play such a campaign, but it's cool to me.

I either want to have people play using this homebrew supplement I found for PF2e that adds playable dragon characters, or bite the bullet and play using the Council of Wyrms options for AD&D2e. Funny how I'm using the 2nd edition of two different games for this, huh?
I've tried advertising other places, but by a stroke of terrible luck (and, very likely, because the concept of 'playable dragons' sadly attracts such people) mostly undesirables have applied to join. The kinds who don't read the campaign description, have terrible grammar when responding to the questionnaire, etc.
So I am putting myself out here for any interested as most people posting here have a firm grasp of the English language.
The game will be played on Foundry, there'll be a place to voice chat, etc. It is a weekly game to be played on weekdays, and my timezone is EST.

The gist of the campaign is that you play as newly hatched dragons in a world where entire nations are ruled by dragons, who govern and protect loyal humanoids at the behest of the benevolent dragon god. The player characters are sent on missions on behalf of the older dragons to go experience the world and acquire the wisdom to someday become rulers themselves of their own realm.

The two systems of choice are complete dogshit so that's a no from me chief.
Try the gamefinder, though expect many of these "undesirables"

What system is better for this in your opinion?

I want to kill myself. I somehow never found this trying to search one up in the catalog before making this thread.

Some sort of generic system where you can custom build these dragons, like HERO or GURPS, most supers systems can probably sorta-kinda do it. Shit like savage worlds is probably too low powered to handle dragons.
If I was forced with a gun to my head to stay in the D&Dsphere I would use 3.5 and just let the players either take Dragon Racial HD on level-up, giving them their respective type's age bonuses when they reach each HD threshold, or they can take class levels if they deem those more valuable

I've never GMed 3.5e, how long do you think it could take, with book resources or SRD resources, to be able to make a presentable campaign using that system?
I've also never used GURPS, though I hear it's good.

Try Godbound, its perfect for high powered characters.

You sound like a faggot, no wonder you are OP.

why not use Godbound, or Fireborn, or GURPS Dragons, or Epyllion?
