The Imperium doesn't care about incentivizing procreation. One of the key pieces of characterization it has is that it does not give a single fuck about human lives because of how readily avaliable they are. What is the point of making people have more babies if all the hive cities are already chock full of abandoned orphans? They don't need to and they don't care to.
