Is there any real evidence that the Emperor viewed actual people as nothing but tools? Putting aside the obvious part about people seeing the Emperor the way they want to peeceive him, theres one detail most forget. Basically all the times he's shown treating those under him as disposable tools its with Primarchs and Space Marines specifically, but that makes sense because the Primarchs and Space Marines literally aren't "people." Are there any factions in the Imperium still trying to kill the returning Primarchs? It makes sense to try and kill them, they are too inhuman and too uncontrollable. Ideally for the Imperium they would have all died in the Heresy but at least before the 13th Black Crusade they were still nothing more than easily ignorable myths and legends from 10k years ago. Its what makes Sanguinius the perfect Primarch really. He is still useful as a symbol and legend which is great but he is also dead and never coming back, which is even more perfect for a Primarch.

Dark eldar/eldar are very hard to write, they are just so alien even compared to orks and tau. How does someone with human intelligence represent the way of thinking for a super genius being that requires constant experiences to feel even a bit sated.
