How would chukudus fit a fantasy medieval setting?

I see them and see medieval tech could make them.

The point of a chukudu is not that it's advanced OP.

Their point is that they're simple, easy to make if you're not noodle-armed, they're reliable and sturdy, and you can use them for a range of shit that other singular constructions would struggle to match up to.

It's the kind of thing a peasant army would use to outmaneuver a royal one, after drawing them into a specific environment where; squads are broken up, cavalry can't fit all together, or some shit like that, but chukudu riders have a lifetime navigating.

If I had to guess I would say it's because of access to modern (1920s+) machining technology and/or the type of wood being used for other purposes in earlier times. In an age of AKs and metal ships good quality wood can be used on these things instead of boats and bows. You can also see a large spring in the one OP has posted which is not something commonly used in earlier periods.
As for why they don't spread it's because the Congo is not doing well even by Africa standards.

The spring is the only thing that makes it seem like it'd have any possible mechanical utility over simply making a cart. Assuming it does, then the reason they wouldn't be made is the lack of ability to create such springs.

Ideas occur when they occur. Sometimes they can be inspired, like how the chukudus are inspired from scooters. Other times they just need to occur.

Things will spread only so far as there is a niche for them, or support for them.
If there's nothing for either, they won't spread.
If you can afford a hatchback, you don't need a Chukudu. Similarly, if you don't live in an area with a clear and mostly moderate slope from high to low, you won't be able to use a Chukudu.
