But yeah despite the shitflinging I don't think tow and especially not hh are very close to the core games. That being said they're both probably a lot more efficient that 40k and sigmar, in terms of profits vs investment. Tow has the advantage of 95% of their models already having been designed, so it's "just" a question of firing up the old moulds, while 30k benefits from most of their models being available for literally all factions in the game, the exact same models reach a very vast pool if potential buyers (not to mention 40k overlap).
For tow specifically the problem is that after the initial relaunch I think a lot of these kits don't get that many sales, grogposting aside most customers are not very interested in 30 year old models. Tow was actually on one of these lists when it first released, but quickly fell off because of the above mentioned process. That's why they're now actuslly also making new armies, new kits, etc. instead of a handful of resin characters and one off units. Problem is that this is a lot more expensive than firing up your slayers from 1992, but they kind of have to do it at some point if they want to avoid doing another 8th edition where a good amount of people play the game, but nobody actually buys anything because they already have everything they need.

This is the best way to put it. Every single story has at least 2 40k guys keeping it alive. What's fun is the larger places will have a secondary wargame that is also popular. My favorite one is the Game Universe in Franklin, WI which has a thriving Flames of War and BattleTech community.
