I used to see Eldrad's wizard ass every single day.My point is a new player will see who has all the characters and naturally gravitate toward that sub faction. Ultras have a playable primarch and that's a big draw. I'm of the opinion that ultras should have their own book so other chapters aren't balanced around characters they can't access. They not only have exclusive characters, but exclusive units that aren't tyrannic war veterans.
