What game line best handles modern combat? Like if I want to fly around a helicopter and shoot rockets at people what game has the best rules for that and allows you to do that in a reasonable manner. I know systems like cyberpunk have that sort of stuff but helis and other combat vehicles are all but outside the scope and reach of most tables outside maybe the late game.

Depends.
Do you want to mechanically have to fly the helicopter, pay for individual missiles, and deal with collateral damage?
Or do you want to play a normal character with a basic attack roll that lets you say "haha, im firing missiles"?

Maybe not paying for individual missiles but yeah flying and collateral that sort of stuff

Modern combat systems would be extremely complicated so the very few that there are, are simplified.

What worldbuilding setting?

Twilight 2000, either 2 or .2.2 ed, and can actually handle post-1990 advances in body protection, artillery, rocketry and drones
RECON works neat for late Cold War era tech, but kinda comes apart if you throw in shit like drones.
