Elf isn't a race. Mer refers to all related species of fey blood man. High Elf, Wood Elf, Dark Elf, Orc (debatable), and Dwarf (they are literally dwarves).

The lore behind the elves in Elder scrolls is interesting and has always, the Dunmer are the best mainly because of their culture and lore on how they came to be when compare to the other races is very interesting
