Basically the only way to stop the threat for good is to confront him on his extremely well prepared home turf where he is at his strongest. So the heroes are forced to get stronger and do quests to prepare themselves for what would be certain doom if anyone else even thought about attempting it.It's fun to play, it's fun to run, the stakes are clear and the long term objective is always looming in focus and the source of all the minor problems leading up to the final fight.It can also be scaled to whatever campaign length you have to work with.Basically Saturday cartoon villain plot structure.
