Eberron was a setting built on the idea "What if 3rd edition's mechanics were not abstractions, but recognized by the world's inhabitants and societies were built around them."

It's a setting tied to an edition. The moment 4e came along and drastically changed the games mechanics, it was no longer compatible with the setting, either in tone or in the logic of its people.
