Naturally, Heracles will fight closely alongside Pegasus. He'll drop into battle in a superhero pose and let Pegasus be his eyes in the sky, alerting him to any approaching dangers and swooping in when needed. He'll even fight mounted if it the enemy flies or is particularly large.

He'll retrieve weapons from Pegasus's saddlebags depending on what the situation calls for. A simple sword for most situations. A spear an shield an enemy is dangerous up close. Dual whips for large groups, or for enemies that move particularly fast. Javelins are his go to throwing weapon. For the toughest of enemies though, Heracles pulls out the club. It's the only weapon he has that allows him to use his full strength without breaking it.

He has various hand to hand moves that make him formidable even without a weapon. He can stomp the ground causing the earth the split beneath people. He can clap his hands to produce a concussive shockwave that hits a wide area. His grip is terrifyingly strong, allowing him to grab and tear, though this isn't very heroic and he'll usually only do this to beasts or robots. The more heroic way to execute a villain is to simply throw them into the sun. Of course there's always the classic move of picking up heavy things and throwing them at people.

And it wouldn't be one piece if he didn't also have anime wind slashes that let him cut apart or pulverize things from a distance by sending waves of force through the air with his weapons.

That's why they are touted as the strongest fruit. They are simply untouchable otherwise. You stab them through the head even in a surprise attack, if it didn't have Haki imbued in it, it'll slip right through. That's why if a Logia doesn't have an easy elemental counter, you're pretty much screwed.

Same as any of the other admirals. It's their personalities that keep them in check for the most part, alongside their rank. Beholden to the highest ranked authorities so they only can get permission to involve themselves if the big heads choose. They still do keep the peace in other areas, it's just a lot of distance between all the seas. Can't be everywhere at once.

I don't dislike it as a cyoa in general, but I don't think it works for MPs. I mostly agree with your points, but the biggest issue I see is that the innate technique is too core for characters to be a single pick from the list, and the "make your own" is too freeform. If there is a single unique ability that builds are formed around, then for us to work, it'd have to be something more template based like MHA. Otherwise, it won't keep the balance between variety/creativity and inspiration/balancing, which we require from the cyoas.

At the end of the day though, haki trumps all. Every single fight is going to boil down to your biggest attack versus their biggest attack. And nothing is bigger than haki.

A Logia on a rifle is a lot less amazing than it is on a person. You don't gain much from the weapon itself being intangible, I guess it means it's not gonna break easy. For mochi specifically it does have a couple more applications, like making it stick to your hand so you can't get disarmed, bending the muzzle to shoot around corners, throwing it and using a piece of it still connected to it like a rope to shoot from afar then pull it back. It's not useless, but it's a lot less impressive than being immune to most things, and you could do these things yourself without a rifle just by eating the fruit anyway.

Thinking about it, it makes sense. After all even if the weapon somehow "eats" the fruit then the power would need to be activated by the weapon, but it has no will, so unless it's a passive ability that is always on it would be useless. A Zoan gives the weapon an animal form, and a will, so you can teach it to act like a weapon should. Attaching a Logia to a weapon would only end up with either a lump of that element vaguely shaped like the weapon or a weapon that can't be used because it disperses at every impact before reforming.

It might actually be best if Dogen doesn't take part in setting up the Relay Race, just to solidify how little time he has for the academy and is doing the bare minimum.

He is however a good excuse for any supernatural materials the other teachers need - scrolls, tokens, totems, other weird things to use during the race. This strapping young lad may look soft, but what he brings to the deck is nothing to scoff at. He's a terrific shot with his rifle, and what a rifle that is. Formed from an odd white substance, it can change shape, size and calibre at will, its shots can turn into sticky balls to immobilize the targets, form shields and obstacles, turn into a hammer to pound the foes, who get too close, and more! Loue speaks with natural grace, and despite his attempts to sound rough, sometimes his voice breaks and his choice of vocabulary doesn't fit the tough pirate image. He's working on it, though. He doesn't respond well to questions about his past, and tends to change the subject. Given that he admits that he's new to the pirate life, the high bounty on him and it being "only alive" raises some eyebrows.
Still, he hopes to find a good crew to join and enjoy the pirate life.

It started as one, but the idea grew on me as I worked on it, so I'm not sure... I'd have to learn more about One Piece. For now, I haven't taken the writing points, but we'll see how it goes.

Ray and Taiyo I think. For myself I was thinking of remaking Willow as an Emperor (so she would be an option... although an unlikely one lmao) since I would only need to change 1 Beri or take a Drawback, but I'll most likely keep her a Broker or see if joining Ray is feasible for her. I think Lehr is also joining Ray, unsure about C-Eagle.

Ray's... well...that'd be quite a leap what Loue's used to. Which could be funny. He'd certainly squeal a very unmanly squeal when he sees Ray explode the first tens of times. Luckily, thanks to being a ranged specialist, Loue might stay far enough not to get splattered. Ray's insistence to push his crew to live their lives to their fullest could also be interesting here.
Taiyo has some interesting overlap, I only fear it'd be too much. Both in a way are escaping from nobles, although in a very different meaning of that, which is interesting imo. Both like cooking and singing (although Loue avoids doing it publicly currently due to his high pitched voice), but that also means that he'd be less useful to her, so that's a mark against joining her, and Taiyo targeting elites might hit a bit too close to home.
Willow... That'd sound like pure villain crew, so yeah, that sounds unlikely...
So from those, I think it's Ray > Taiyo > Willow for now.

That was the plan yes, we both aggreed to it so I think it's safe to say it's already happened. Ray anon said he was going to work on a recruitment piece at some point. I'm not sure about anyone else either, other than Willow and Quake who were talked about a bit the others didn't answer questions about crews to join, and C-Eagle just disappeared apparently, which is a bit of a shame since it did have some potential with Lehr having worked with the WG, he may had a hand in creating the Pacifista, some parts at least.
Haku seems under the impression that all the pirates and the Mad scientist are in Ray's crew tho.

Yeah, Ray still seems like the best fit for her, so she'll go with him if he's cool with it. Taiyo already targeting elites more directly aligns with her immediate goals, but Ray personally helping C-Eagle live her best life is a bit sweeter.
