I found this random stuff on the streets
it works like a sandglass, with the blue sand (?) flowing down through these hollow spheres
It has no engravings

It only counts to 20 seconds
it's made of acrylic I think
So... Any idea of what this is? Google search gave me no clues
Also, I'm planning on using a solution of sodium bicarbonate and some acid to remove the yellowed aspect
