His only Mutant superpower is flight, the super strength and shit is natural. they're literally called "homo mermanus" in-universe, that's about as merfolk as it gets. I don't see why he shouldn't have the tribe when Innistrad, Zendikar, and Dominaria vampires are all "vampire" despite one being legitimate undead monsters, the other being technically-living but under an ancient blood curse (hence sorin having a spark), and the third being humans tainted by Eldrazi in the ancient past and just not knowing it
