The hammer will take a longer time to reset between swings, but a hammer with deliver a faster swing "attack" IE the time it takes between initiating an attack and impact.Further more a fist (linera motion) would need to move at a ratio of Vc ^2 / R in order to match the same force as a hammer assuming its the same mass. IE If a hammer is swinging at 6M/S, a fist would need to be moving at 6 M/S x the radius of the hammer swing (IE handle length) So if its a hammer is swinging at 6M/S that is V1 = 6^2 / RV1 = 36/R which means you would need to be moving a LOT faster to deliver the same hit. Either way, it would come out to the hammer is going ot be striking at a higher initiative then the fist would be striking, because no one is going ot be going into a fight not ready to strike.
