Your BS3 Militia fire support squad had the same chance of landing a direct hit with a frag missile as your BS5 Veteran Tacticals; that is, 1/3, because the scatter die had 2 hit faces. It was OK on bigger targets and/or bigger blasts because you couldn't scatter far enough to actually miss, but it got to the point where plasma TSS were actually stronger than plasma HSS purely because you couldn't count on your plasma cannons to hit infantry model, whereas the plasma gun was just straight up 2 shots at BS4.
