I would say that you're not wrong on this point, but the key factor is having an actual story with interesting characters to convey your setting, instead of just presenting the setting itself (regardless of which bits you prioritize).
Since you mentioned Tolkien, the popularity of middle earth hinged entirely upon him writing The Hobbit and LotR, rather than just publishing a design document for the setting and leaving it at that.
