Short and long of it is that advantage from turn order is relative to the number of opponents you have and it works as a gradient. When you're ahead, you've got 3 people targeting you and when you're behind, you're mostly left alone. That leaves room to level out once you get to the mid to late game.
In 1v1 though, you are always the target though and you can't expect to reach mid or late game. So balance is enforced at the start.

I don't know what more they even could have done with it. 3 mana for a vanilla 2/2 is a devastating tempo play in even the most casual pods and disguise proved it can't be fixed by adding ward. That means they need to cook up ANOTHER keyword that lets players morph for 2 mana next time it shows up or push even harder into manifesting cards and cheating the cost of putting face down guys onto the board. Face down is just kind of a disaster of a mechanic. Even the most pushed version of it (Precon Zimone) with the best trigger for the mechanic is still flying bracket 2 power level, max. Create a face down alternative for non-creature spells that behave like powerstones.

Proportions are fairly universal in terms of kill spells, synergy, and bombs. If you have knowledge for crafting decks in draft or standard, those apply in Commander too.
A major difference between commander and other formats is that Commander tends to rely more on ramp and draw engines. So be mindful of that when constructing. Red in general struggles the most in commander specifically because counting to 20 with 7 cards is a lot easier than counting to 120, and that's the hurdle you need to build around.

Deckbuilding is about creating something whose complete value is greater than it's separate parts - synergy. Torbran and braid of fire don't do much on their own, but when combined with your commander you can pump out tons of goblins, or deal triple damage on your triggers not just a measly +2. Generally you want to avoid cards with little synergy (like goblin fireslinger) unless they can create good value in isolation (like jeska's will, which doesn't synergize with goblins or burn but simply has great value).
The harder thing to typically grasp early on is mana curve. You'll always want a cheaper to cast version of a card than a more expensive version (hordeling outburst will usually be better than sourbread auntie, 1 more power for 1 mana is not a good rate in a go wide strategy), but it can be difficult to know which cards are above or below par for their mana value without simply playing the game and experiencing it first hand. Another thing about mana curve is understanding how your 2 drops segue into your 3s, and your 3s into 4s etc, but this is a whole nother can of worms - just give some thought about which cards will be the strongest to cast immediately before or after your commander.

X is a copiable characteristic and 'additional costs' are not.
You probably want a bunch of recursive fodder creatures (regenerating skeleton, bloodghast, etc...) and token production (repeated like bitterblossom or one shots like secure the wastes). Token production spells that are also instant/sorcery spells work even better.

Your targets to copy are probably big boring X spells like exsanguinate, debt to the deathless, torment of hailfire, etc...
You can also get extra value through various Altar's Reap/Deadly Dispute type cards. Blood for Bones is also a cute but probably too weak card to use. Treacherous Greed seems busted too.

Given that you're on a budget I won't recommend the mana generators like Crypt Ghast, Nirkana Revenant, Cabal Coffers, etc... but they would be solid choices for upgrades.

I made the suggestion because I play Anhelo who basically does the exact same thing as the Silverquil guy.
