Wanting to set a campaign in Hell, or at least a Hellish setting. IK that Pathfinder and D&D have lower planes and a Hell setting but the systems themselves don't really give me what I'm looking for. Gibsme systems which make for tense gameplay and make the world seem like a hostile and evil place.

I've used 1994's Wraith: The Oblivion 10d system for hell campaigns with good reception from younger players but all three campaigns it was theater kids that could really get into Pathos and Corpus system it had, I'm not sure how a more traditional player would do with it. The thing you actually have to keep track of is how much DR players have from armor and whatever compared to the damage of attacks and then compare that difference against their typical HP totals. This simple arithmetic swings wildly depending on your setting's Tech Level and the availability of magic and PCs' pointbuy and that kind of thing.So, it's just not necessarily true, and if you're doing a lot of homebrew you do need to keep an eye on it.
