Why does this specific paint always come out either with the consistency of water or as little pasty semi-solid shit logs, no matter how much I shake the bottle? Did I just get a bad bottle, or is Prairie Ochre specifically just really shitty?

I don't know about their current line, but the old Army Painter paints were known for inconsistent quality. You could get great and cheap paints or borderline garbage you had to work to make usable. Maybe they haven't solved all those problems.

Try popping the top off and stirring it instead of just shaking it.

Try adding a mixing ball to it, brown pigments are often really thick and gnarly.
