Orcs are capable of using tools, rudimentary architecture, descriptive language, and almost certainly also basic math. If they can figure out metallurgy on their own they can figure out how to use gunpowder. Even if they can't make it themselves they can enslave, or trade with, someone who can.

Orcs are capable of cottage industries, they can work metal. If they can trade for more intricate parts they could feasibly create and maintain basic firearms.
