You'd have to keep records of everyone who's going to the church and compare them with other records and then also keep track of everyone who's being faithful (while also defining criteria for the evaluation of "faithful"). All that requires a ton of people and bureaucratic work and records moved back and forth and copied. And also you have to appease the church for doing this work in their grounds so that's even more money down the drain.
