I've been thinking of doing a starter module for Werewolf: The Apocalypse, just to introduce a new group to it.
The idea I'm thinking is kind of a black comedy. The concept is that a serial killer targets a group of teenagers who have traveled to a remote cabin in the woods for a weekend campout...Unfortunately for him, he's completely unaware they're a pack of novice werewolves (Rank 1 or 2) under the supervision of a Kinfolk handler.
Basically, the serial killer is extremely competent...against humans. Against werewolves, he's deeply out of his depth.
So the objective of the module is how the PCs have to handle this guy without exposing their identities or causing too much of a fuss.
Does that sound too slapstick for a introductory adventure?

The point is to sort of avoid losing control or leaving a tremendous mess. They can absolutely maul the dude once they force him into a straight-up fight, though he's set up a few annoying traps around the area.
I was thinking I might add tension by having two girls show up at the cabin after their car broke down, which might lean into the comedy of the whole thing, where the PCs try not to make relative innocents panic.

My worry is that with too many serial killers, it becomes more of a hack-and-slash session. The point here is that the PCs are not particularly in danger, but have to act with a *bit* of restraint.

I don't think black comedy is a problem and honestly it could be pretty cool, but you probably should introduce them into the Pentex, Gaia, and other supernatural nonsense earlier. And if you wanted to actually incorporate horror movie tropes and black comedy, maybe instead of setting it in a remote cabin why not set it up in a summer camp (to test the teens on their self control?)

Might be a little slapstick, and perhaps on the short side if one of the PCs can catch the killer alone. But you are 100% correct to have this idea. One of the joys of Werewolf is being the bigger monster, that turns slasher villains into victims.

Perhaps this is the pack's Rite of Passage. They are cubs, about to become full-fledged Garou, and one of their elders has learned (from a suitable spirit or vision) that a murderer is going to prey upon teenagers at such-and-such lake. For their Rite, the pack must go and deal with the murderer, and honor the spirits by doing so in a particular way...
This lets you justify any special restrictions as being part of the test.

If you want to do that, you'd need a few different NPCs so you can have a mystery. Yes, the Garou can rage out and blend anyone and everyone in this remote hamlet in the mountainside. They'll get the killer, but a dozen people as collateral doesn't help anyone. There needs to be an easy solution that doesn't fix the deeper issue, which is to kill everyone. Have some minor Wyrm-stuff that is making this man a crazed killer. If they die, the Garou will never uncover the real problem and can't deal with it. When people move there, this Wyrm-shit will infect new people and the whole cycle will start anew. It needs a proper solution, not just more murder. The player characters need to not see everything as a nail and themselves as the hammer.

Anon means are you running w5 or Werewolf the Apocalypse (whichever edition). Werewolf the Forsaken is a different game, that's nWoD.
