Could it work as an RPG campaign? At least the first season, where it was basically MacGyver trying to kill superman. It was all about outwitting them, spitting blood on the invisible guys face to beat him up, killing the armored flesh man by putting a pipe bomb up his ass, stuff like that. Would players be able to come up with clever enough ways to exploit superhero powers? Or would it just fall flat and rely on them having superpowers themselves like in the comics?

As far as structure, you could always botch the GMing side of things, no matter how much effort you put into it. Choice of players is very important, as some people cannot be assed to see beyond the barest mechanics in the rulebook. Choice of system is equally important, as some systems really cramp down on one's ability to play the MacGyver type.
Up to your players, mainly, what you can do is see what they come up with and go from there. Face to face combat with no preparatio is a fail state most of the time, and when they engage on their terms it's a race against time until some of them die or get hurt. Not every group can handle that.

>>98010266My first thought is that a Hunter campaign where the main villain is some kind of vampire socialite could hit very similar vibes (down to solving everything Homlander-related with blackmail, you could easily make blackmailing with masquerade a get-out-of-jail-free card for really menacing encounters).And since Hunter is its own system you could probably adapt something else to the superhero scenario and have it work well with willing players. Main issue is probably players who like to pick fight above their level because "my character would do this", this isn't usually an issue with WoD players but could be with loose homebrew.
Gumshoe system has Night’s Black Agents where you play as disavowed secret agents and such in the vein of Ronin and fight vampires. There’s also Mutant City Blues which is about playing normal cops trying to solve crimes in a Superhero setting. I think you can probably combine the two to make something like The Boys.I think the big issue is combat could be wonky because it’s an investigation system more so than a combat system.
