The rest of your format introduces the need for a 9th player who doesn't actually play the game and makes the draft process take forever.There already exists the rotisserie draft format which solves the same 'problem' (which is an intended feature of draft fwiw) you have outlined without wasting everyone's time. I've only done roto drafts with cubes but we just open one round's worth of packs and then burn the last X number of picks (usually 2-5 depending on number of players) to ensure the best 30 or so playables are picked from a standard sized pool. I suspect this would work well in booster draft as well.

Double spelling Doom Blade + Divination requires the player to cast 2 spells and have both of them resolve, and even does not leave a body in play. Chupacabra is Murder on a 2/2 that will stick around and continue to attack and block until it's removed.You can draw comparisons to this on other games, too. Hearthstone had this card, but it was only available for the Hunter class; strong, but tolerable because you can only play it in Hunter and it's something that this class exclusively does. Then they introduced the 'rush' mechanic, which was like haste but limited to attacking other creatures - which is a base mechanic of the game - resulting in a similar effect to Chupacabra. Furthermore, many rush creatures had on attack triggers or high toughness values, meaning they could stick around for more than just the turn they're cast.

Speaking of coplicated shit, I was watching the strixhaven pro tour finals, and despite presumably these two guys being among some of the very best magic players in the world, even they were losing track of shit because there was so much going on. The judge stepped in and asked them to play slower so stuff wouldn't get missed. This seems insane to me, why does the boardstate get so fucking complicated? There's a bajillion triggers, multipliers and assfuck math to keep track of, it feels like. And these guys were playing the SAME deck, so it could get twice as bad if there's two different decks doing this shit.
