Which game has the best power building mechanics?
Meme answer would be Mutants & Masterminds but I found the DC RPG to be the best mixing versatility without being a crunchy mess to build somwthing.

>>98026854GURPS, my only gripe besides it's complexity (which I'm used to) is that powers are costed by their rarity in fiction rather than their utility, so a power that stops time throughout the universe but you can't do anything while it's happening costs a shitload of points, while a simple ranged attack that applies a damage over time debuff that never ends and could destroy a planet (albeit slowly) could be built with just your starting points.

>>98037979All powers are built on a function and much of how it would work is up to roleplaying for example the Glue power could be both interpreted as you using a substance shot or as a freezing ray. Also, the log table progression for everything keep balance in check .
