I honestly believe you should do what you want your GM to do for you. Focusing on perfection is good for an art you pursue, but this is a game, not a novel or a piece of art. Its about enjoyment, not self-expression (even though it has plenty).

Absolutely. I'm still new, so there are tons of ways I can improve. I make a note when a situation comes up where I'm unsure of a ruling or a course of action during a game, do digging after the game to get a better idea of what should have been done, and then communicate that to my players if something needs to be changed.

Notes and analysis. When something notably works or doesn't work during a game, you should mark it down for examination and then at some point after the session you should try to puzzle out why exactly those things did or didn't work and what to iterate on or change. Some things are fundamental skills but other things depend almost entirely on context and vary from game to game and player to player and even session to session.

that won't be enough, it all depends on what your group of players want, for example they might love a more realistic setting where money is carce and they coun the coppers and avoid combat like you would do in a real fantasy world, or they would love combat and looting and adventure, critical role is a good example, the amount of stuff mathew let slide is incredible, seriously if you want to learn how to play the game critical role is the worst example, but remember that what matter at the end is that you and your group have fun, so no matter how the rules are written you will probably need to tweak some stuff if not most things, and that's part of the charm

I'm my group's forever GM. I got a lot better over time by largely working with the players during character creation so the characters back stories could be more integrated into the campaign if they wanted that. One of my more popular decisions was just scrap the xp system and just assign the players an additional level every session. I also treat the world like a living place where conditions are not static and centered around the players. Wars breakout, a cult takes over a town, a disease spreads, etc.

It's weird you say that, because any time I've ever brought up an issue with D&D, faggots come out of the woodwork to screech "you just have a bad DM" or "find a new DM".

So which is it? Is D&D fine, and DMs have free reign to do everything they want, players be damned, or does D&D have massive faults with game design?

An activity that isn't run according to rules isn't a game.
"D&D" "is" a bundle of suggestions, whose actual activity manifests wildly differently with each use, even when the same DM is involved. Not only is its actual use inconsistent, but its use is entirely based on the whims of the DM, according to "Rule 0".

It wouldn't be acceptable for a group who has had no previous interest in chess to chastise one of its members for not bringing a chess board to poker night, but an equivalent sort of expectation is permissible for D&D groups, for some reason.
Advertisers and fans want to sing how you can do what you want with D&D and how it's the world's greatest TTRPG, but will switch foot and tell you how you can just rewrite it or just find a new group when you find something wrong with it.

D&D isn't a game.
It has no form.
"D&D" is more akin to a quantum entity, vibrating between multiple states of [is] and [is not], a thought experiment, and a monument waste of time in the absolute worst way; second only to attempting to explain any constructive faults to its suckling fans.
