Their social development has been built around being a child, so there will still be strong elements of that in their personality, but they have lived long enough to have seen and experienced more so that will effect it as well. You can in-setting justify this via some combination of brain development size and socialization mixed in with however you're handling souls. Depending on how much crawling in your skin you are going for the layers of nostalgia and loss but also preservation could be interesting.

If they have any kind of supernatural power or regenerative abilities, it's fucking stupid for them to arbitrarily remain the "same physical age" they were when they were bitten unless it's a deliberate part of the vampire curse. If they can regenerate, if they can transform, and/or if they become more powerful with age; they would be capable of 'maturing' or otherwise looking however they wanted - simply because that's how their weird vampire cells would work.

If one wishes to roleplay in a historical setting, one may use periodical language, nomina & verba, in their proper meaning outdated or obsolete.
