As for mill and it's reaction, pretty much? Even if it's just incidental mill I've seen tables get uppity about it. I've played The Master Transcendent for a while and even when I exclusively mill myself I've seen players getting spooked at just the potential of having to mill cards from RAD counters. But I wouldn't let that entirely dissuade you. Just something to keep in mind.
