I think having some bright colors and high contrasts works very well for modern 40k, since a lot of it is still based on visual designs from the late 80s and it naturally helps the minis be recognizable at table viewing distance. The cool part is that the entire spectrum from bright & contrast-y to grimdark works for both the old models and the new. I'm not trying to emulate any particular style with my minis but I take a lot of inspiration from the high-contrast styles that 2e cemented into the artistry canon.

Stormvermin fur full coat.
50/50 stormvermin, ushabti bone selecting parts you want to be lighter, and highlighting fur in darker areas.
Ushabti bone as a highlight on the lighter parts you picked out before and again, picking out the edges of those.
Dawnstone highlight on the dark parts of the fur.
Screaming skull final highlight.

Then drown it in agrax, make sure its thinned down with medium otherwise it'll pool.

Hello /40kg/.
I am a total Warhammer 40k noob, but a while back I obtained these 40k miniatures for around 10 bucks, USD.

Most of them are Ultramarines, with a squad of Black Templars and a random Space Wolf(?) in Heresy armor, alongside a small group of Chaos marines I cannot identify.

The guys in the top left are metal miniatures, the marines in the middle are weaponless and some have lost their limbs, and the guys on the right are covered in this strange flaky brown residue.

Given the state of my country, I could only assume that these guys were what remained after a flood or a mudslide.

How should I go about restoring these guys, and how do I obtain weapons for my marines cheaply?

Would you want to repaint them or leave them painted as is? If you want to repaint them, soak them in isopropyl alcohol for a few hours then scrub with a toothbrush. Otherwise if you want to leave them as is, I would just glue the broken pieces back on. You may need some green stuff (a kind of hard drying modeling epoxy putty) to fill gaps or reconstruct broken areas.

You'd need to strip them all if the water damage is bad, get a tub of simple green (NOT GOO GONE) and let them soak for a day to have the paint come off and possibly the glue depending on what the original owner used.
You can probably buy bits to replace what's missing but these are a pretty wide range of older models, so nostalgia tax would make it more expensive than the rest of it. The best way would be to 3d print with STLs for older bits, but I'm guessing you're third world so that might be too expensive. Sorry, but someone else might have a good suggestion.

I really like how Drukhari have an aspect-like unit in Incubi, and I feel like Corsairs should also have suitably Corsair-themed priests of Khaine.
I think an lone op epic hero Corsair Bladelord would be super cool. Give it a free heroic intervention and I think you'd have something unique and needed enough to fit into the eldar range.

Anyways you can use enamels I think but acrylics are preferable for most applications. There are various hobby brands out there. I like pro acryl. Vallejo/two thin coats/AK interactive/a few others are all kinda in the same tier. Citadel kinda sucks, as does army painter.

The biggest issue I see is that they keep shading the cheeks like they're doing Space Marines so they all look like they got that awful buccal fat removal surgery. They really just need to either ask some women (lol lmao) about makeup application or watch some makeup tutorials.
Access to oil paints would also help get a much smoother, softer looking face, but I'd suspect GW are pretty iron-fisted about only using their own paint lines.

orks and most greenskins for that matter are so textured and basic that they're actually quite refreshing to paint

you can paint their pants or backpacks any neutral color and have it fit.
I like to go for khaki's or greys on the clothing, then use a bright eye catching color for things like shoulder pads or banners or topknots. The skin can be any tone of green and I like to have varied skin tones among my orks.

I like more realistic painting styles, including the grimdark look. The scale model paintjobs from the old Forge World books were what really dragged me into the hobby.
Currently, I enjoy the grimdark look, though I do tend to like it more with a splash of more saturated color. It's also very easy to go a bit overboard with it and end up with an ugly lump of monochrome crust if you go too crazy with the weathering.
The one style that I can appreciate technically and artistically but don't actually like the look of in-person on the tabletop is the highly rendered OSL and NMM style. When it's not in a photo booth, it tends to compete with the natural lighting of the environment and not look particularly great as a gamepiece.

It is not mechanically possible to make an arrow move as fast as a bullet or rocket (bolters are still gyrojets, right?) without asspull miracle materials able to handle the tension and/or torsion required to achieve the desired outcome, and in that situation a gun is still easier to make that can do the same thing.
A bow also requires more training to get someone to use it effectively versus a rifle, and said rifle is more combat-effective with a longer use range, easier-to-manufacture ammunition and easier-to-manufacture (because of above asspull material) parts.
The rest of her team are armed with firearms, rocket weaponry or direct energy weapons that are all leagues more combat effective than her, there is no reason I can think one of them would have a bow beyond

This is always a tough choice.

I've found that I generally do not get within rapid fire range since I keep them back, which I think makes the cannon better. I think generally speaking if you actually get 8 shots with the autocannon it's better, but if not then the canon is better. Ignores cover doesn't really matter much since I take 2 immolators to remove cover, which makes me lean towards the autocannons again though. Maybe I should just start moving them forward more to try to use rapid fire. Autocannons if you have immolators to remove cover might be the overall best arrangement.

If I'm fighting someone with a small amount of/weak armored units (infantry guard, eldar etc) I bring the battle cannon. If I fight someone with a large amount of armored units (SM, tankspam guard, etc) I bring the autocannons.
Not having to use Immolators to get Ignores Cover might be really good now though so you don't HAVE to send half your army to die to get it.

IME most "hobby" primers come off with paint too, Army Painter primer included. Soak it in isopropyl alcohol for an hour or so in a glass jar, it'll flake apart and scrub off with a toothbrush and leave the model unharmed.

I really liked the old one because it worked well at creating balanced armies and minimizing skew lists by preventing you from taking too many things with overlapping battlefield roles. It really does not anon, it makes them feel like extra taxes you need to take in order to get the things you want to actually play with.

In fact it actually makes most characters feel WORSE because the only reason you take them is to be logistic monkeys.

For example, In HH a centurion has the Officer of the line (2) rule. which means he lets you take 2 detachments every other character only lets you take 1. So what happens is people will just buy a basic bitch centurion, give him fuck all gear, just so they can get the detatchments they want, and throw him into a tactical squad. There is another HQ called a deligatus which gives 1 detatchment but its like a 50 point HQ model that has the stats of a sgt with i think a SV2 on it. Again people just buy these HQs to get detachments opened up especially UM who get a special version of it because of course they do.

As some one who has played with pretty much every version of the FOC since 3rd ed, you want the old school FOC with RoW options, it allowed for the most fluffy builds and allowed freedom at the cost of restrictions that fit the army. Example being pride of the legion letting oyu take terminators as troop choices but limiting the number of Fast attacks, and i think Heavy slots you could take.

Nothing is more frustrating then having to take a fucking HQ to get access to land raiders.

The answer is not to force people to take certain things, because they will always take the minimum, and they will resent doing it.

Instead, give troops attractive rules. Incentivize, don't force. Make people feel good about taking troops. Giving Battleline OC2 is a good start, and is the sort of thing they should do, but do more. Don't make battleline killy, but make them resilient and good at holding objectives. Make objective actions more important. Again, something good they have sort of done a little bit especially in the Priority Assets disposition, but do more. The mission where one player puts objective markers around the board and then both players do a sensor sweep action to find which marker is the real relic that they both want to capture is one of the coolest missions in the whole game, because both players have to interact with an action, and both players have to play around removing markers since the last one is the real objective and they both want it to be near them. This is the sort of thing 40k needs more of. Make battleline get more points for objectives or something else very concrete, and make the sort o interactive objectives for both players more common in the game to incentivize taking them.

Eh, a bit of both.

For example I don't use any penitent engines, mortifiers, flagellants, or reptentia, because everyone in my army are friends and they're all good and follow the rules.

But I also spend time optimizing and choosing what is synergistic and the best tool with the best arrangement that is left from the units I like. I run the numbers finding average expected wounds of shooting at certain armor or toughness, and what I do use is mathematically optimized, within the constraints of the flavor I've decided for my army.

I feel like this is good compromise and combination of optimizing vs being flavorful. And it's a meaningful thing since competitively speaking, flagellants are used often in tournament lists because they're one of the cheapest action monkey units in the book, so the decision to not use them is not nothing.

There's a few tabletop youtube videos that have an attack/defend type game on them you can watch, along with a ton of reference examples from the magazines and such. Basically just give the defender a bunch of defensive terrain to use and the attacker more battleline to compensate. Score objectives at the end to see who has more control of the board. that's the most basic way to do it.
