When you run games, do you like your kobolds to be rat bastards or do you like them to be plucky little goofballs? I'm mostly in the latter camp but I like to throw my players a curveball and put them through Kobold Vietnam in a black dragon's lair

I run them as dragon fanboys / groupies, goofy and largely harmless on their own, or taking traits after the dragon that commands them. In absence of a proper master, they're willing to adore any large reptile, wyvern, dragonborn, etc.

I run them as dragon-worshipping jeets, predominantly retarded, somewhat dangerous to their immediate surroundings, with caste systems where the higher caste actually capable of thinking, learning spells, designing traps/war machines and wrangling the retard underlings, and the lower castes which smear themselves with dragon dung in hopes of obtaining divine protection.

Anyway, on to kobolds. I tend to do both. Where there are kobolds who live in and around big cities and tend to take on the plucky little goofball tone. One of my favorite characters I ever played was a plucky little goofball kobold who grew up as an urchin on the streets of Neverwinter (rolled for backstory). Made him in 3.5, but have kept him as a concept in my back pocket and brought him out to play in several games of 4th and 5th.

Meanwhile, kobolds who live away from civilization tend to be much more savage and, yeah, I like to make them like little scaley Viet Cong scuttling through tunnels to tiny for most PCs to fit, and leaving traps and setting nasty ambushes before fading away as soon as the fight turns against them. Never letting the party get as full long rest and having the party rack up stacks of exhaustion as they try to push onward.

I like the idea of kobolds being a hyperadaptive race that instinctively latch onto the strongest thing nearby to serve in a symbiotic relationship. Most of the time, it's a dragon, but sometimes it's a powerful tribe or a whole city or an adventuring party. Their hyperadaptivity can also result in mutations to benefit their environment and ensure survival, like fur instead of scales for colder climates, smaller, cuter horns to appeal to certain races, or thicker legs for increased mobility.

It's a regional variation of a mining spirit, common to the Germanies.
It is a shapeshifter, and spends much of it's time invisible, manifesting usually as a child, tiny wizened old man, or as a wooden idol, it is similar to other mining fairies, like Cornish Tommyknocker, though the Kobold is less helpful to miners and jealously guards the riches of the deep earth, known to replace more useful ores with arsenical "Cobalt" from whence it's name is derived.
They are also related to the broader category of Germanic household spirits.

You might be able to intuit from this, that I don't play D&D, and far prefer shit like Runequest or Mythras.

I would have them look like non-mammalian synapsids but I have only ever found one image that really fulfils the vision so I typically keep to using Towergirls kobolds because at least they're cute.

In my setting, they serve as servants for dragons when dragons are present. While occasionally some talented kobolds will rise through the ranks, they typically sit as laborers and grunts. Though weak, they are talented in handywork often being the ones tasked in cooking, cleaning, tinkering, and the like for their draconic master.
Naturally servile, without a dragon they are drawn to find a master to serve. However, the less draconic the master, the less innately compelled they are to serve them thus human masters must go through great lengths to keep them going, typically via milk and bread which they love the most of all foods. Without milk especially, they are likely to turn on their non-draconic masters and find work elsewhere.
