I'd say that a large part of it is cope. The original Great Plan went to smithereens the moment the Polar Gates exploded and Chaos invaded.
Is it possible that the Old Ones left a contingency Great Plan in case of Chaos? Yes, but I don't think the Lizardmen could distinguish between these two.

it's 100% true, all of it, it's just that it's not a linear description but a cyclical description, one novel gets to explain how the lizards see it:

Imagine for example that the plan says something like "during the stellar alignment of Thingamabob, the hero Glup fights and defeats the great evil Shitto", and that this event has to come to pass for the plan to go on.
You check the calendar, you see that the alignment happens in 200 years, you wait for it, you check around for a guy that follows the description of Glup, and another the description of Shitto, you think the plan is going as it should, then the two don't meet at all, or the two fight but shitto wins, despite the best efforts to make the event play out as it should; does that mean the great plan was wrong or that it broke down? No, it means that instead of this event happening now it will happen in the next alignment, or the one after that, or the one after that still, perhaps thousands of years away, because just as the stars move in cycles so do people, apparently, end up spawning the same archetypes in rhythms that are unknown to everyone but the slann, and eventually the plan will come to fruition, it's just that it would be better if it did sooner rather than later.
Could it be that the plan will not come to fruition because it's delayed to the point everyone is dead and chaos breaks the cycles so they never align properly even in billions of years? Maybe, but the lizards work under the unshakeable conviction that "must happen" and "will happen" are the same thing, and the old ones seem to have known enough for there to be a good chance that their plan is sound enough to be completable.

the dwarfs all have the ability to take a copious amount of wargear, hand weapons, great weapons, shields, and often ranged weapons too like rifles, handguns, throwing axes, grenades, etc

but its very difficult to actually put all of that physically on the models themselves without turning them into a jumbled mess of bits, but you leave critical gameplay elements off the table when you dont take them which makes your units significantly more vulnerable in game.

whats the play here? are people usually okay if i just put it in my list that a unit has x,y, an z upgrades even if they arent all physically visible? or does that lead to some problems?

From both casual and tournament games I've played, nobody cares, though you get mega brownie points for true WYSIWYG.
All that matters is that your opponent knows what each unit has and that it isn't confusing.

No, they don't. However, don't take things too far! A bit of leeway is not an excuse to start pushing things. Your dwarfs can be modelled with hand weapons and shields and can instead have great weapons if you communicate this to your opponent properly. It is, however, a step too far to have dwarfs with hand weapons and shields and then say they're handgunners or quarrelers.
Be reasonable and no-one will take issue with you.

wysiwyg was more important in 40k where a random shrodinger meltagun could blow up a tank, but making it clear that your dwarfs have ranged weapons AND great weapons is going to be important here, unlike most other cases where proxying can be done with no issue at all.

The most straightforward solution is not grab a dwarf with hand weapon+shield and claim it's got a great weapon and a crossbow as well, or overloading each model with all the equipment, but making up your unit with a healthy mix of models that have guns alongside a healthy amount of models that are visibly equipped with great weapons, so the opponent can tell that the unit at large can shoot and can hit at str5 in melee.

but if you really want to wyswiyg, a great method would be a unit filler. say you have a unit of quarrelers, and you don't always want to give them shields, or great weapons. for shields, what about a line of dwarfs with shields for a unit filler? say it's 1x5, just as an example, so five dwarfs with shields. this clearly communicates the unit has shields. for great weapons, a wheelbarrow with great weapons on it. use these opportunities to add some soulkino to your army
