This makes builds more customizable because you can go all in on 1 section and ignore other sections. So this will make builds more different since there is more customizability, and more customizability makes the CYOA more replayable. If you can choose a limited number of options from each section, then builds tend to get way more samey because players will find which options are the strongest in each section and gravitate to those options. You might think that this is true if you have points too, that players will find the strongest options and build around those, but that is not true unless the CYOA is horribly unbalanced. Since more combinations of options are available, you can find more synergies and cool interactions between your options, and thus weird combos can make weaker powers really powerful and valid to build around. It is also harder to balance CYOAs with a set number of choices in each section because each option in that section needs to be on the exact same power level as each other option. But if you have a point value attached to each option, it is easier to balance since you can just balance them with points. But getting the right point value right might be difficult, but it's way more difficult to make 20 options that are on the EXACT same power level as each other option in that section.
